Summary0003250: Failed to import non UTF-8 addressbook ldif file
Description

In Addressbook module if you try to import cards from a ldif file, if encoding is no other than UTF-8, the process fails

Steps To Reproduce

Pick a ldif file encoded in iso-8859-1
Select "import cards"
The process fails with the next legend: "An error occured while importing contacts"

Check the LDIF standard https://www.ietf.org/rfc/rfc2849.txt
There it always says ASCII or (UTF-8 and base64) encoded for all entries.

Also guessing which 8-bit encoding was used in an input file is impossible in an automated way.
So SOGo can not do that automatically.
