Summary	0005801: Wrong decoding of cyrillic subjects in UTF-8
Description	In some mails written in russian and using UTF-8 subjects are badly decoded, partly with windows-1251 encoding (See screenshot). This problem typically occures with MS SQL Management Studio mail notifications. Other mail clients (tested in Thunderbird, Outlook and Roundcube on the same server) decodes those subjects right.
